The CCSDS Engineering Steering Group: <br>

CONSIDERING that CCSDS 508.0-R-1.8-DSB,</font><font size=2 face="sans-serif"><b>Conjunction
Data Message </b></font><font size=2 face="sans-serif"> has completed
the CCSDS Reviews</font>
<br>
<br><font size=2 face="sans-serif">CONSIDERING that the CCSDS Standards
Track requirements for Blue Book promotion have been satisfied<br>
<br>
and AFFIRMING that the MOIMS Navigation Working Group has resolved all
issues<br>
<br>
and PRESUPPOSING that the Mission Operations and Information Management
Services Area recommends that the document be published as a Recommended
standard<br>
<br>
APPROVES publication of   CCSDS  508.0-R-1.8-DSB,<b> Conjunction
Data Message</b></font>
<br>
<br><font size=2 face="sans-serif">and </font>
<br><font size=2 face="sans-serif"><br>
RECOMMENDS that the CCSDS Engineering Steering Group Chair initiates the
required CESG poll for its approval </font>
<br>
<br><font size=2 face="sans-serif">The members of the Navigation Working
Group request that the CESG and CMC Polls required for promoting the Conjunction
Data Message Red Book to Blue Book be initiated as soon as possible, subject
to the time required by the Secretariat for final document processing prior
to initiating the polls.</font>

<br><font size=2 face="sans-serif">As evidence to support this position,
the NAV WG submits:<br>

<ol>
<li value=1><font size=2 face="sans-serif">The CDM Agency Review was completed
18-Jun-2012.</font>
<li value=2><font size=2 face="sans-serif">RID Disposition and response
to the reviewers was completed 19-Mar-2013 (dispositions attached, and
also posted on the Navigation WG CWE).  </font>
<li value=3><font size=2 face="sans-serif">In addition to RIDs received
directly from reviewers, NAV WG also received formal responses from the
review coordinators at CNES, ESA, INPE and JAXA<br>
(attached, and also posted on the Navigation WG CWE).</font>
<li value=4><font size=2 face="sans-serif">Prototyping and the Draft Yellow
Book report thereof were complete 15-Apr-2013 (attached, and also posted
on the Navigation WG CWE).</font>
<li value=5><font size=2 face="sans-serif">Secretariat document processing
can commence at your discretion.</font>
<li value=6><font size=2 face="sans-serif">The most current version of
the CDM document text,</font><tt><font size=2><br>
"CDM-508x0r1.9-transition-to-blue.doc" is also attached for the
final Secretariat document processing<br>
