[Moims-rac] Update to Charter and version 0 White Book

AH-ha - I made up the second document title, based on the title of
ISO27006 which we looked at in Washington. I thought we all seemed
rerasonably convinced that we needed something like that. ISO27006 is
mostly "boilerplate" that would apply to any audit/certification. There
was a brief lists of some specific skills and experience that would be
useful. There was also a reference to some appropriate qualification
that auditors should have.

Book
David,
I have made several comments on the revised charter on the wiki.
I could not find the "Requirements for Bodies Providing Audit
and Certification of Digital Repositories". Is it on the wiki
somewhere?
The White Book - version 0 contains some of our markup from
commenting on the input document. A number of the requirements only
contain the following text:
************************************************************************
***********************************
Supporting Text
<http://wiki.digitalrepositoryauditandcertification.org/bin/view/Main/Co
mbinedWithNewTemplate?template=viewprint&sortcol=0;table=267;up=0#so
rted_table>
Mandatory text that applies to all repositories goes in this
section. The text should have pairs of sentences for each mandatory
requirement or sub-requirement found in the supporting text of the
existing document. The sentence pairs should begin with the phrases,
"The repository must..." and This is necessary in order to..." .
The repository must ...
This is necessary in order to ...
Examples of Ways the Repository can Demonstrate it is Meeting this
Requirement

Text found in the Evidence section of the current TRAC document
goes here.

Text found in the supporting text section of the current TRAC
document that does not apply to all repositories goes here.

Is this sufficient for the initial version of the White Book?

I've revised the charter on the WIki to be in line with CCSDS
expectations - in particular specifying a Magenta Book - see
http://wiki.digitalrepositoryauditandcertification.org/bin/view/Main/Rac
Charter
I've also added the "Requirements for Bodies Providing Audit and
Certification of Digital Repositories" which we spoke about in
Washington - based on examination of how other related standards link to
the audit and certification process e.g. ISO 27006.
.
I've also taken a snapshot of the Wiki and created a CCSDS White
Book - version 0 - see
http://wiki.digitalrepositoryauditandcertification.org/bin/viewfile/Main
/WebHome?rev=1;filename=MetricsForDigitalRepositoryAuditAndCertification
WBv0.doc
If these look OK I'll submit to CCSDS tomorrow to complete the
creation of the Working Group.
