[Moims-rac] Update to Charter and version 0 White Book

AH-ha - I made up the second document title, based on the title of
ISO27006 which we looked at in Washington. I thought we all seemed
rerasonably convinced that we needed something like that. ISO27006 is
mostly "boilerplate" that would apply to any audit/certification. There
was a brief lists of some specific skills and experience that would be
useful. There was also a reference to some appropriate qualification
that auditors should have.

	I have made several comments on the revised charter on the wiki.
	 
	I could not find the "Requirements for Bodies Providing Audit
and Certification of Digital Repositories".  Is it on the wiki
somewhere?
	 
	The White Book - version 0 contains some of our markup from
commenting on the input document. A number of the requirements only

	I've revised the charter on the WIki to be in line with CCSDS
expectations - in particular specifying a Magenta Book - see
http://wiki.digitalrepositoryauditandcertification.org/bin/view/Main/Rac

	I've also added the "Requirements for Bodies Providing Audit and
Certification of Digital Repositories" which we spoke about in
Washington - based on examination of how other related standards link to
the audit and certification process e.g. ISO 27006.
