[Moims-rac] Update to Charter and version 0 White Book

I have made several comments on the revised charter on the wiki.
 
I could not find the "Requirements for Bodies Providing Audit and
Certification of Digital Repositories".  Is it on the wiki somewhere?
 
The White Book - version 0 contains some of our markup from commenting
on the input document. A number of the requirements only contain the
following text:

Mandatory text that applies to all repositories goes in this section.
The text should have pairs of sentences for each mandatory requirement
or sub-requirement found in the supporting text of the existing

Is this sufficient for the initial version of the White Book?

I've revised the charter on the WIki to be in line with CCSDS
expectations - in particular specifying a Magenta Book - see
http://wiki.digitalrepositoryauditandcertification.org/bin/view/Main/RacCharter
 
I've also added the "Requirements for Bodies Providing Audit and
Certification of Digital Repositories" which we spoke about in
Washington - based on examination of how other related standards link to
the audit and certification process e.g. ISO 27006.

I've also taken a snapshot of the Wiki and created a CCSDS White Book -
version 0 - see

If these look OK I'll submit to CCSDS tomorrow to complete the creation
of the Working Group.
