[Moims-rac] Restructuring B1 of the working document

Dear All,

I've been catching up on the notes of the weekly MegaMeetings and I saw
there was an action on me to restructure section B1 in a similar way to
what Mark Conrad has proposed for B2.  This would mean making the
requirements more hierarchical or combining them so that the structure
and logic is clearer.  As a preliminary step towards this, I've reviewed
B1 as it stands and suggest the following logical flow for the
requirements:

The repository:

  - Is clear about what it undertakes to preserve

  - Specifies what it needs from the content provider to enable that
preservation (this probably includes the "physical control" issue)

  - Checks that it receives what it needs

  - Checks that what it receives is from the expected source

  - Informs the content provider that it has received the SIP and taken
responsibility for it (with the caveat that there might not be a
provider in the case of harvesting etc.)

  - Keeps records of relevant actions that it takes concerning the
ingest process

Does that look like a reasonable basis for restructuring the
requirements?  If so I will go ahead work on it in more detail, but I
just wanted to check that this is a good starting point.

By the way, I noticed that on the wiki page for section B of the
requirements at
http://wiki.digitalrepositoryauditandcertification.org/bin/view/Main/Req
tsWithTemplateB, all the text on the page from B2.2 onwards is marked as
deleted (at least when viewing with Internet Explorer).  This is
probbaly because a closing markup </del> has been omitted somewhere.
I'm guessing that the </del> should probably be after John Garrett's
comment to B2.1 but maybe someone who has worked on the page more
recently than I have could confirm that.
