[Moims-rac] Revised matrix for mandatory requirements

Simon,

It is better and I think it is fine as a separate document.  However  
one needs to read the text to be sure that the Y/N is meaningful.

I note that comments appear in the reverse order of their entry.  Is  
it possible to change this?  Not a big issue, but one comment might  
possibly refer to a previous comment by another individual and  
keeping them in order could be useful.
