[Moims-rac] Revised matrix for mandatory requirements

All - I have improved the matrix for mandatory requirements, still at
the same place

datoryReqts.  People are now identified by four letters rather than two
- might make it easier to see who is who.  Comments are handled better
and can be longer.  In the array of people, I think I have included
everyone who has taken part in a Megameeting recently.  Let me know if
you are missing and would like to be added, then I can start to set up
the full list of requirements.

John Garrett asked "Will this be a separate page or will the Y/N and
comments be added into our working document?"  My assumption is that it
will be separate, though I suppose the tables could be integrated into
the main working doc - the problem might be loss of the big picture as
that doc has a lot of extra text.
