[Moims-rac] Sample page for matrix for identifying mandatory requirements

I've put a sample page on the wiki at
http://wiki.digitalrepositoryauditandcertification.org/bin/view/Main/Man
datoryReqts for identifying mandatory requirements. This was straining
my knowledge of Twiki to the limits, and it's not ideal. Obvious
problems:

  - An additional person would have to add themselves to a separate
table for every single requirement. Regrettably it can't be one huge
table because the table edit plugin doesn't allow multi-column spans
(needed for the text of the requirement), and there may be performance
issues according to the help.

  - Identification of people by initials. If people don't mind
scrolling sideways we could have full names or just surnames instead.

  - Somewhat counterintuitive editing - you have to save your Y/N box
before adding anything to the comments field. You need to add a row to
that table when adding a new comment. Not sure how it will handle long
comments.

If anyone has any better ideas I'd be glad to hear them! Or dive in and
improve it!

	Simon
