At today's Megameeting (transcript on wiki) some changes were proposed
to B1.3, which is now proposed to read:

B1.3 Repository has mechanisms to *validate* [was: authenticate] the
source of all materials.
The repository's written standard operating procedures and actual
practices must ensure the digital objects are obtained from the expected
source, that the appropriate provenance has been maintained *prior to
submission* [delete: and that the objects are the expected objects].
Confirmation can use various means including, but not limited to,
digital processing and data verification and validation, and through
exchange of appropriate instrument of ownership (e.g., submission
agreements/deposit agreement/deed of gift).
Evidence: Submission agreements/deposit agreements/deeds of gift;
workflow documents; evidence of appropriate technological measures; logs
from procedures and authentications.

The rationale is that "authenticate" is a word that causes difficulties
(see comments on matrix page), and that validating the object itself is
within the remit of B1.4. There might need to be some consequent
changes to the evidence though it's not obvious to me which if any of
the types of evidence relates directly to the objects themselves rather
than their source.
It was left open for the time being whether there should be more
explicit treatment of different types of provenance dealt with in
different sections (suggested previously: 'ingest provenance', 'storage
provenance', and possibly 'dissemination provenance').
