(i.e., changes tracked are not necessary). A blank CRM is attached for hour comments. Finally, the section assignments are attached.<o:p></o:p></p>

<p class="MsoPlainText"><span style="color:black">You will note that several of the sections are not included. In general, these are from the "legacy" ODM, and we have expended a fair amount of energy to NOT change most of these sections.<o:p></o:p></span></p>

<u>stylistic or opinion or alternative technically valid formulation</u>, leave it alone in this proofreading. Ignore any page numbering errors or footer artifacts; these will be corrected by the CCSDS Technical Editor.<o:p></o:p></span></p>
