This paragraph was in the call when we distributed before the last update 10 years ago and it didn’t result in that many new participants. Many potential disruptors won’t have resources behind them. And most disruptors don’t have enough interest to continue participating when the other participants hold the line on what we expect the standard to be and on what CCSDS has approved. And a failsafe that we have is that officially in CCSDS, their home nation’s Space Agency needs to approve their participation.<o:p></o:p></span></p><p class=MsoNormal><span lang=EN-US style='color:#1F497D'><o:p> </o:p></span></p><p class=MsoNormal><span lang=EN-US style='color:#1F497D'>Another reason is that we want the ISO review to not bring up any new comments. We want all the comments and problems coming up during development of the CCSDS version. It causes real problems to have an approved CCSDS issue and then have to create a new issue (even for minor changes) due to comments only coming in during the ISO review.
