The OAIS identifies an Information Package consisting of Content Information and PDI (Preservation Description Information), as I’m sure you know.  The Information Package is sent to an Archive and disseminated from an Archive. In the context of this document, which is broader than OAIS, I think it is useful to start out with broader terms that the general reader will find more understandable.  At the start of a project, there is a general sense of what the primary information to be captured will be.  By the time the project has been implemented and/or operated, there will be a much more concrete understanding of the primary information and then the task will be to conceive Information Packages containing Content and PDI.  I think this is the point where Content Information needs to be identified. In other words, I think Primary Information is very broad and Content Information applies to a specific package to be sent to an Archive.  Of course others may think differently.<br>
