[Moims-dai] Re-opened last few OAIS changes for ISO review

As mentioned in a previous email, the version of the updated OAIS which was
sent to ISO is missing a few last minute changes which were put in after the
CESG review was completed. These are

http://review.oais.info/show_bug.cgi?id=325

 

I have re-opened them to make sure that they are not forgotten in the ISO
review.

 

The target date for ISO to begin the DIS ballot for the updated version of
OAIS is 25 Oct 2023, with a target date for close of voting of 17 Jan 2024.
