 declaration that a non-voting of an agency may be interpreted as an abstention. Just that. A new attempt may not solve the pendency but, assuming it is expected to be a relatively rare event and, conjugated with the importance of what is under consideration
 in this poll, it may be a justified, new type of initiative. In any case, a reconfirmation of the results that are in hand or, perhaps, a new chance for a fine grain poll, as usually expected by all of us, in principle. It is worth to remind that CCSDS, since
