I believe that there exists a problem in the way you recommend to follow,
in order to save Agenda time in the next physical meeting.
You have discussed and agreed YB text modifications to satisfy ADs / CMC
members' conditions without seeking prior consensus at CESG level,
As CESG Chair, I do not fully agree with some of your (and some ADs)
suggestions. Even if (according to your new text) the CESG chair has no
vote possibility, as MOIMS AD I have approved an YB, that now has been
changed and is seeking approval without re-polling. If a new poll is
issued, I will have the possibility to set my conditions to your new
proposed text.
I do not agree that the CESG Chairs do not vote. It is not usual, but it
has happen in the past. This is the reason why we have the option "other"
in the CESG poll. It is there to be used in atypical situations as the
"last" solution. In case the CESG Chairs could not vote, I would like to
have a discussion about the inclusion of a "veto" option after a CESG
poll.
CMC conditions and its related changes needs to be discussed also at CESG
level. I have some observations on your recommendations.
I firmly believe that we need to discuss these issues during the CESG /
CMC meeting.

I disagree with the disposal of CNES-1 and I believe a discussion is required on SEA-1 and SIS-1, if the proposed disposals are accepted by the authors of those two RIDs or after the CESG concludes on this.
On CNES-1, my suggestion was a voting right of 2+12 in CESG while I can now interpret the disposal as some 0+6. I don't believe this can be solved via emails...
So, for me, I would select option 2:
2) the proposed dispositions are NOT acceptable and release of the document should be delayed until after discussions take place at the upcoming "CMC meeting".
However, I believe the said CMC meeting may be before April, via webex-telco, if estimated urgent to finalize this version before the S14 WG meetings.
I leave ESA, DLR and JAXA respond on their items.
Are the two Areas items the only comments / disposals ... or are those the only two brought to the attention of the CMC ?

The recent joint CESG/CMC polls to approve release of CCSDS A02.1-Y-4, Organization and Processes for the Consultative Committee for Space Data Systems (Yellow Book, Issue 4) closed with conditions.
While it is possible to devote valuable agenda time at the next CMC meeting to discussion of these conditions, I have nevertheless proposed dispositions that could allow release of the document prior to the meeting (see attached file).
The CESG members who voted for conditional approval have already agreed to the proposed dispositions. If the CMC members who voted to adopt provisionally were to agree to the proposed dispositions of both the CMC provisions and CESG conditions, there would be no need to add an agenda item to the upcoming meeting to resolve the issues.
Therefore the CMC members who voted to adopt provisionally, i.e., the CNES, DLR, ESA, and JAXA delegates, should "reply all" to this e-mail to indicated one of the following options:
1) the proposed dispositions are acceptable, and release of the document should proceed; or
2) the proposed dispositions are NOT acceptable and release of the document should be delayed until after discussions take place at the upcoming CMC meeting.
Other CMC members should respond only if they object to releasing the document prior to the meetings.

After having seen the other comments, DLR wants to go with solution 2. We should arrange a discussion in the next CMC meeting.
We have some concerns on the proposed changes for the SEA, SIS items. But it makes no sense to discuss it without SEA and SIS people. And at least from the Gian-Paolo mail, it seemed that there are more comments from the area managers, which should be discussed with them.

Dear CMC Members:
The recent joint CESG/CMC polls to approve release of CCSDS A02.1-Y-4, Organization and Processes for the Consultative Committee for Space Data Systems (Yellow Book, Issue 4) closed with conditions.
While it is possible to devote valuable agenda time at the next CMC meeting to discussion of these conditions, I have nevertheless proposed dispositions that could allow release of the document prior to the meeting (see attached file).
The CESG members who voted for conditional approval have already agreed to the proposed dispositions. If the CMC members who voted to adopt provisionally were to agree to the proposed dispositions of both the CMC provisions and CESG conditions, there would be no need to add an agenda item to the upcoming meeting to resolve the issues.
Therefore the CMC members who voted to adopt provisionally, i.e., the CNES, DLR, ESA, and JAXA delegates, should "reply all" to this e-mail to indicated one of the following options:
1) the proposed dispositions are acceptable, and release of the document should proceed; or
2) the proposed dispositions are NOT acceptable and release of the document should be delayed until after discussions take place at the upcoming CMC meeting.
Other CMC members should respond only if they object to releasing the document prior to the meetings.
