<p class="MsoNormal">CONSIDERING that the Spacecraft Monitoring & Control WG has completed the development for the Mission Operations Abstraction Layer Blue Book, 521.0-B-3<o:p></o:p></p>
<p class="MsoNormal">And that the WG has asked that the document be forwarded for publication,<o:p></o:p></p>
<p class="MsoNormal">And that the MOIS AD has reviewed the document (attached) and concurs with the WG request,<o:p></o:p></p>
<p class="MsoNormal">And that the Agency Review has been successfully concluded (RID settlement attached),<o:p></o:p></p>
<p class="MsoNormal">And that the Interoperability Testing has been successfully concluded (Test report attached)<o:p></o:p></p>
<p class="MsoNormal"><o:p></o:p></p>
<p class="MsoNormal">And RECOGNIZING that responsibility for requesting review and publication of a document is an AD responsibility, as defined in A02.1-Y-4,<o:p></o:p></p>

<p class="MsoNormal">RESOLVES to request Secretariat to process the document and submit it for CESG review and CMC approval to publish, and<o:p></o:p></p>

<p class="MsoNormal">REQUESTS that the CESG poll be conducted to initiate this process.<o:p></o:p></p>
