<p class="x_MsoNormal"><span lang="EN-US" style="">Jean-Luc Issler, senior expert in RF space transmissions at CNES and since several years member of the SLS-RFM WG, wishes to join the SOIS-WIR WG. Jean-Luc's biography is presented below.</span></p>
<p class="x_MsoNormal" style="margin-right:12.75pt; background:white; vertical-align:middle">
<i style=""><span lang="EN-US" style="">Jean-Luc Issler is a senior expert in RF space transmissions, for TT&C, HDR-TM, proximity links, and PNT. He is with CNES since 1990. Between 1996 and 2004, he was head of the “<b><span style="">R</span></b><span style="">adio
<b>N</b>avigation</span>” department, then of the “<span style="">signal processing and
<b>T</b>ransmission <b>T</b>echniques</span>” department between 2004 and 2009, and then of the “<b>I</b>nstrumentation
<b>T</b>elemetry & <span class="x_SpellE">telecommand</span> and <b>P</b>ropagation” department. He was also technical responsible of many flight TT&C, HDR-TM, ISL and PNT
<span class="x_SpellE">equipments</span>, and hold 12 patents in transmissions. He participate to CCSDS
<span class="x_SpellE">standardisation</span> of the physical layers since 2009, and represents CNES at SFCG since 2016. Since 2017, he is Senior Advisor in the Radio Frequency directorate, to mostly provide technical supports to his CNES colleagues and for
international collaborations in RF transmissions and optical transmissions. He <span class="x_SpellE">
his</span> also technical responsible of the CNES Purchasing Policy related to CNES electronics flight
<span class="x_SpellE">hardwares</span> and related test benches. </span></i><i style=""><span lang="EN" style="">Issler was a member of the
<span class="x_SpellE">european</span> team which developed the <span class="x_SpellE">
signalling</span> technology for Galileo, Europe's global navigation satellite system (GNSS). He has received the AAAF Astronautic Prize and the EADS Science and Engineering Prize of French Academy of Sciences. He is a
<a href="https://www.epo.org/news-events/events/european-inventor/finalists/2017/lestarquit.html" title="Lestarquit">
<span style="color:windowtext; text-decoration:none">winner of the European Inventor Award 2017 in the Research category</span></a>, and is jury member of the 2020/2021 European Inventor Award.</span></i></p>
