 arise, and in part this is because the procedure for starting up a new working group is resource-intensive.  Should we simply abandon that organizational principle and revise the Yellow Book accordingly?  If not, is there some way to make the formation of
 new working groups faster and easier?<o:p></o:p></span></p>

 but sometimes they are work in progress within other organizations (e.g., IETF).  What is the best way to attribute this imported work, to (a) ensure that the resulting standards are unambiguous in their references to elements of the source material and (b)
 minimize the chance of lawyers getting involved?  For example, should we define an additional type of Annex whose content is the entire source text that is being referenced?<o:p></o:p></span></p>
