linked to Goals. I do not see there a problem for WG chairs editing it
if an information mail is sent to AD/DAD as it happens when new projects

is that they pass under CESG approval only at WG creation. Eventually CESG
is informed but only CMC Poll is created.</font>
<br><font size=2 face="sans-serif">No problem as long as this is coordinated
with AD/DAD and eventually CESG is informed together with the request for
CMC Poll.</font>

<br><font size=2 face="Calibri">Our policy with regard to WG charters and
projects has for a long time been that they get CESG and CMC review and
approval. This, is of course, tied to resources and commitments,
so there must be some sort of oversight.</font>
<br>
<br><font size=2 face="Calibri">The goals as expressed in the Strategic
Plan have also been subject to CESG and CMC review. It seems logical
to me that we would continue with that practice, since it is one of the
ways that we continue to shape and manage the work that CCSDS does.</font>
<br>
<br><font size=2 face="Calibri">The tricky part is that we now have this
on-line system for managing all of this but it is not clear that we have
any sort of audit trail, draft / published release practice, nor controls
on who can make changes. I think this points to a need to have some
added "web site machinery" that will allow us to continue to
manage the process.</font>
