CONDITIONS/COMMENTS:

     Erik Barkley (Approve with Conditions):  An impressive book.  A condition not on the book per se, but with regard to the test report.  

It seems that as part of the prototyping, performance observations must have been made. The recommendation does state that the intended environment is a CPU constrained envronemnt as we are talking about CPUs onboard spacecraft. It seems that the test report should then at least have some sort of statement as to performance having been deemed as acceptable for a typical current generation spacecraft CPU during the prototyping. Granted the functionality being demonstrated between compression and decompression is the main thing, and there is a statement that cross verification of the results were confirmed. A similar statement with regard to performance is lacking and seems to be rather needed/germane given the intended application of the standard.
